Run a Program You Can Defend.
Not Just Document.

A binder full of paperwork isn’t a program. X3 Drug & Alcohol is the control tower over your consortium — it scores your program the way an auditor reads it, times post-accident testing to the §382.303 windows, answers every Part 40 & 382 question, generates your written policy and random-selection record, and builds a board-ready risk report. Grounded in 49 CFR Part 40 & 382.

The problem

Your Consortium Gives You a Pool. The Program Is Still on You.

The C/TPA collects your randoms and returns results. But the annual rate, the pre-employment and annual Clearinghouse queries, the 8-hour and 32-hour post-accident windows, the supervisor training, the SAP referral and return-to-duty steps, the signed policy, the MIS report, the retention periods — every one of those is a Part 382 obligation, every one is on the carrier, and every one is an audit finding when it slips. A well-run consortium and a failed audit are not mutually exclusive.

The consortium runs the tests. Somebody has to run the program.

X3 Intelligence

Would Your Program Survive an Audit? Score It.

The Program Integrity Score grades your program against the Part 382 obligations an auditor actually checks — and shows you where you’d fail before they do. You answer a 15-control check about what your program actually has in place — never test details — and X3 weights each gap by what an auditor would cite.

What the auditor checks

Every Part 382 Obligation, Tracked the Way It’s Audited.

X3 scores each obligation the way a DOT auditor reviews it — cited to the rule — so nothing is a surprise the day the letter comes.

Eight Obligations. One Score.

Random testing

The 50% drug / 10% alcohol annual minimums, and whether your selections are made and documented by a scientifically random method.

§382.701

Clearinghouse

Pre-employment full queries, annual limited queries, and required reporting — what is required and when.

Post-accident

The 8-hour alcohol and 32-hour drug windows on a clock, with what’s required and what was decided.
§382.307

Reasonable suspicion

Trained-supervisor determination, documented the way the rule requires.

SAP & return-to-duty

Removal, SAP referral, RTD test and the follow-up schedule — each step on track and on file.
§382.603

Supervisor training

60/60-minute reasonable-suspicion training tracked for every supervisor, with who’s overdue.
§382.401

Records & MIS

Retention periods met and the annual MIS report assembled and validated before you file.
When something happens

A Positive Doesn’t Have to Become a Lawsuit.

Post-accident, reasonable suspicion, a positive, a refusal — the moments that decide an audit are the ones with a clock running. X3 gives you the rule, the window and the steps for each, so the decision is made on time and can be proven later.

01

Event entered

For a crash, enter the date, time and facts — the post-accident timing checker computes the 8-hour and 32-hour deadlines.

02

What’s required, now

The rule, the window, the test type, and who has to act — cited to Part 382 and Part 40.

03

Decision documented

Tested or not tested, and why — the §382.303 determination you keep for the file the auditor will ask for.

04

Removal & SAP referral

Immediate removal from safety-sensitive duty and the SAP referral — the steps explained and cited.

05

Return-to-duty & follow-up

The RTD test and the follow-up testing the SAP prescribes, under Part 40 Subpart O.

06

Clearinghouse reported

The reporting Part 382 requires, and when it is due.

07

Proven

Keep the determination and each step on file, in order, with the cites.

Every step on time. Every step on file. The employer decides — X3 makes sure the record shows it.

Program management

Audit-Ready Every Day. Not Just at Renewal.

A D&A program has deadlines every month — query anniversaries, training expirations, follow-up tests, the MIS report, the next random period. Re-run the Program Integrity check whenever something changes and X3 re-scores the program and re-ranks what to fix first. Automatic deadline tracking and reminders are not live yet.

Your consortium

Keep Your Consortium. Add the Control Tower.

The consortium, collection sites, lab, MRO and SAP network perform the regulated work — X3 never performs a test and never replaces them. X3 manages the program on top: the score, the deadlines, the workflows, the records and the packet.

X3 partners with ProCom, a certified C/TPA, so a carrier without a consortium can enroll and be managed from day one — including one-driver operations. Already with another C/TPA? Keep it. X3 only needs access to your program data — pool participation, selection lists and test status, never results — to score, track and prove the program.

The outcome

A Program That Passes. A Fleet That’s Fit to Drive.

Drug and alcohol is one of the factors that decides a safety rating, and one of the first places an auditor looks. Managed as a program — not a binder — it’s the easiest one to get right: the rate holds, the queries are current, every event is documented, and the packet is ready the day the letter comes.

FAQ

Frequently Asked Questions.

What safety managers and owners ask before they put X3 over their drug and alcohol program.

X3 Drug & Alcohol: a black tractor under a ring of cyan light on a wet black floor
What is X3 Drug & Alcohol?
An AI program manager for your DOT drug and alcohol program. It scores the program against Part 382 the way an auditor reads it, times post-accident testing, answers Part 40 & 382 questions on random testing, the Clearinghouse, supervisor training and return-to-duty, generates your written policy, and builds an executive risk report — on top of the consortium you already use.
Do I still need a consortium (C/TPA)?
Yes. Certified collection sites, labs, MROs and SAPs perform the regulated work, and your consortium administers the pool and the selections. X3 never performs a test and never replaces them; it manages the program on top and proves it with the Program Integrity Score. Keep the C/TPA you have — X3 only needs access to your program data (pool participation, selections, test status — never results). Not enrolled yet? X3 partners with ProCom, a certified C/TPA, and can enroll you from day one, including one-driver operations.
What is the Program Integrity Score?
A single number that grades your program against the Part 382 obligations an auditor checks — random rate, Clearinghouse currency, event handling, return-to-duty, supervisor training, policy, records and MIS — so you see exactly where you’d fail before they do.
Does X3 see my drivers’ test results?
No. X3 works on program status — eligible or prohibited, current or due, pending or complete — never test results or medical detail. X3 does not store test records; your consortium, MRO and your own files remain the system of record under 49 CFR Part 40 confidentiality.
Does X3 make employment decisions?
Never. X3 surfaces obligations and status and documents what was done; the employer makes every employment, removal and return-to-duty decision. X3 also never predicts substance use — it tracks program administration, not people.
How does the random testing rate work?
DOT requires random tests for at least 50% (drugs) and 10% (alcohol) of your average covered-driver positions each year, selected by a scientifically random method. X3 explains the rule, checks it in your Program Integrity Score, and can generate a documented random-selection record. Tracking each selection your consortium pulls is not built yet.
What happens after a positive or refusal?
X3 walks the rule with you: immediate removal from safety-sensitive duty, the SAP referral, the return-to-duty test, the follow-up testing schedule and the Clearinghouse reporting Part 382 requires — each step explained and cited so you can document it in your file.
Does it work across multiple terminals?
You can manage multiple carriers under one account, and the executive risk report summarizes the program for leadership. Per-terminal and per-driver scoring are not built yet.
Does AI replace our safety manager or consultant?
No. X3 is decision support that makes every hour with your safety manager, consortium or consultant more productive. Human judgment remains essential, and final responsibility for compliance rests with the carrier.
How does pricing work?
One plan, priced by covered driver. From $99 a month, which covers your first 10 drivers. Drivers 11 through 50 add $10 each per month, and every driver past 50 adds $5, unlimited. A 25-driver fleet is $249 a month; 100 drivers is $749. Consortium, collection, lab, MRO and SAP fees are billed by those providers, separately.
How do we start?
Sign up, choose a plan, and run the 15-control Program Integrity check. X3 scores the program on day one and ranks what to fix first.
